dency to obstruct navigation in that part of said
river, included within the limits of said town, and
.they may also erect lamps in any of the streets, lanes
or alleys of said town, and cause the same to be
lighted at public expense, and may pass all laws and
ordinances for the preservation of the health of said
town, and to prevent the introduction of contagious
diseases within said town or within three miles there-
of, they shall prohibit the running, riding or driving
of horses unreasonably fast in said town, shall pass
regulations for the prevention and extinguishment
of fires, to prohibit the firing of guns and pistols, the
throwing of lighted squibs, fire-crackers or roman
candles, or other combustible matter, within the
limits of said town.
SEC. 12. And be it enacted, That no horses, horned
cattle, hogs or geese, shall be permitted to run at
large within the limits of the said town, without the
consent or permission of the aforesaid commissioners.
SEC. 13. And be it enacted. That if any horses, cat-
tle, hogs or geese shall be found going at large
within said town, it shall be the duty of the Bailiff
to impound the same, and give notice thereof by
advertizement, set up at the two most public places in
said town, describing the animal or animals so im-
pounded, and if the owner or owners shall not within
five days after such advertisement, come forward and
prove his or their property, and pay for each and
every hog, horse, cow or ox so impounded, the sum
of fifty cents, and the expense of impounding the
same, and for every hog the sum of twenty-five cents,
and expenses as aforesaid, and for every goose so
impounded the sum of ten cents. Then it shall be
the duty of the Bailiff to sell the animal so impounded,
and after deducting the fine and expenses aforesaid,
"to pay the remainder over to commissioners of said
town, to be by them paid to the owners of the
animals so sold, when they shall satisfactorly prove
ownership.
SEC. 14. And be it enacted. That said commissioners
shall provide for levying and collecting an annual
tax of fifty cents on the owner of every dog, and one
