Gentlemen of the House of Delegates: We have received your message proposing the appoint- ment of a Joint Special Committee of three from the House and two from the Senate, to enquire into the cause of (lie disaster to the ice-boats "Chesapeake" and "Maryland," and non-concur therein. We recommend that the Governor be authorized to unite with the City authorises in offering a reward on the part of the State, of one thousand dollars, for the detection and con- viction of any persons who may have committed acts of in- cendiarism which produced the late disaster.
