of grade, any person or persons, owning ground
fronting and bounding on such street, avenue, square
or alley, may proceed in conformity with said grade,
to open and grade the same to the limits of then-
said ground, and the said Street Commissioners in
apportioning the damages, costs and expenses of
making such street, avenue, square or alley, under the provisions of said Act, shall charge and assess
upon said person or persons such sums of money
only as may be necessary to make the grading and
work by them done, as aforesaid, equal the standard
of construction of said street, avenue, square or alley,
as fixed by said Street Commissioners, and all street's,
avenues, squares and alleys which shall be laid oft"
under the provisions of this Act, or of the Act of
eighteen hundred and seventy, chapter ninety-nine,
shall conform as far as practicable to the plan of the
streets of the City of Baltimore, and shall be laid oft'
of such width as, in the judgment of the said Street
Commissioners, the public convenience may require,
and whenever, in laying off any street, avenue or
alley, leading out of the City of Baltimore, it shall be
found impracticable, by reason of the necessities
and circumstances of the situation, to lay off said
street, avenue or alley, as far as one mile from
the limits of said city, the said Street Commission-
ers shall lay off the same as far as practicable, and
return plat of the survey and location thereof to the
County Commissioners of Baltimore county, who
shall thereupon proceed in the matter of the confirm-
ation of the said street, avenue or alley in the same
manner as if the same was laid oft' up to or beyond
the limits of one mile from said city.
SEC. 2. And be it enacted, That whenever, in the
judgment of the said Street Commissioners, the pub-
lic convenience may require that any main street or
streets, avenue or avenues leading out of the City of
Baltimore, which shall be laid off under the provi-
sions of said Act of eighteen hundred and seventy},
chapter ninety-nine, shall be extended beyond two
miles from the line of said city, they may and
shall, on application to them in writing signed by the
owner or owners of the majority of front feet of
ground bounding and fronting on such proposed
