SEC. 2. And he if enacted, That as soon after the
appointment of said Board of Road Commissioners
as possible, the said Board shall lav oft' the roads in
"their districts, in sections of five miles in length as
nearly as possible; and before the fifteenth day of
May in every year, shall carefully examine the roads,
and report to the County Commissioners their con-
dition, and what amount of money will, in their
opinion, be sufficient to keep in repair the public
roads in said county for the current year.
SEC. 3. And be it enacted, That as soon as possible
after the said roads are laid oft" in sections, as required
by the preceding section, the said Board of Road
Commissioners, after giving at least two weeks' no-
tice, in some newspaper printed in Calvert county,
and by hand bills posted throughout the county, for
at least two weeks, shall offer at some central place
in each Election District in said county, at auction,
to the lowest bidder, the contracts for keeping in
repair for two years from that date, the said sections
of the public roads, and shall award to the lowest
responsible bidder the said contracts, provided, how-
ever, that before the said contracts are awarded, the
contractors shall be required to give bond to the
State of Maryland for such amount, and with such
security as the said Board of County Road Com-
missioners shall direct, and the said bonds may be
put in suit for the benefit of any person suffering by
reason of the failure of said contractors to comply
with their contracts, in keeping in repair the section
or sections of the public roads awarded to them.
SEC. 4. And he it enacted. If no bid is received for
repairing any one or more sections of said roads,
which the Board of Road Commissioners shall deem
sufficiently low, or if for any other reason, the Board
of County Road Commissioners shall deem it most
advantageous, to employ supervisors, and hire
laborers to repair any section for which no contracts
have been made, the Board of County Road Com-
missioners may employ such number of supervisors
as they may deem expedient, and may have power
to fix the salaries of all supervisors employed by
