disposed of the amendments before the House under Rule 22,
the bill itself, being the main question, was now open for
amendment.

Mr. Stewart submitted the following amendment as a sub-
stitute for the whole bill:
Strike out all after the word bill, and insert:
Entitled an Act to repeal section 15 of Article LXI. of the
Code of Public General Laws, sub-title "Mechanics' Lien,"
and to re-enact the same with amendments.
SECTION 1. Be, it enacted by the General Assembly of Mary-
land, That section 15 of Article LXI. of the Code of Public
General Laws of Maryland be and the same is hereby re-
pealed, and re-enacted to read as follows:
SECTION 15. The lien hereby given shall be preferred to all
mortgages, judgments, liens and encumbrances which attach
upon the said building or the grounds covered thereby, and
all mortgages and liens which, by the laws of this State, are
required to be recorded shall be postponed to said lien,
whether recorded prior or subsequently to the commence-
ment of said building, and the mechanic or person furnish'
ing work shall have his lien in preference to all others.
