So the motion to postpone was decided in the negative. The question then recurring upon the amendment submit- ted by Mr. Bowie to the amendment submitted by Mr. Banks, Sir. Bowie moved the previous question. Which was sustained. The question then being, "Shall the previous question be now put?" It was decided in the affirmative. The question then recurring upon the adoption of the amendment submitted by Mr. Bowie to the amendment sub- mitted by Mr. Banks, It was rejected. The question then recurring upon the adoption of the amendment submitted by Mr. Banks, On motion of Mr. Banks, The yeas and nays were called, and appeared as follows :
