Which was read a first time. Mr. Clark, from a Select Committee, reported favorably, The bill, entitled an Act to authorize the proprietors of Greenmount Cemetery to increase tile permanent fund for the maintenance thereof. Which was read a second time. The following Act, having passed both branches of the General Assembly, was this day submitted to his Excellency, the Governor, for his approval: i An Act to authorize the Mayor and City Council of Bal- timore to issue and lend to the Western Maryland Railroad Company the stock of the Mayor and City Council of Baltimore to the amount of one million of dollars, redeemable on the first day of January, 1902, and bearing interest at the rate of six per centum per annum from the first day of Janu- ary, 1872, to aid in the construction of the railroad of the said company. Hon. John Thomson Mason, Secretary of State, delivered the following message from His Excellency, the Governor : EXECUTIVE DEPARTMENT, ANNAPOLIS, Jan. 31, 1872. To the House of Delegates : GENTLEMEN—I have this day signed and approved the fol- lowing bill received from your Honorable Body, and trans- mitted the same to the Clerk of the Court of Appeals, in ac- cordance with the provisions of section 17, Article II., and section 30, Article III., of the Constitution, viz: An Act to authorize the Mayor and City Council of Balti- more to issue and lend to the Western Maryland Railroad Company the stock of the Mayor and City Council of Balti- more to the amount of one million of dollars, redeemable on the first day of January, 1902, and bearing interest at the rate of six per centum per annum from the first day of Jan- uary, 1872, to aid in the construction of the railroad of the said company.
