On motion of Mr. Stewart,
Leave was granted to Messrs. Stewart, Foster, McColgan,
dark, T. H, Hamilton, and Markland, to introduce a bill to
amend the Police Law of Baltimore City, go that the police,
officers and men, shall receive their pay when sick, and for
other purposes.
On motion of Mr. Duval],
Leave was granted to the Committee on the Judiciary,
(hereafter to be appointed,) to introduce a bill, to extend
the criminal jurisdiction of justices of peace.
On motion of Mr. Street.
Leave was granted to the Harford County delegation, to
introduce a bill to appoint one additional justice of the
peace in the third election district of Harford County.
The Secretary of the Senate delivered the following message:
BY THE SENATE,
January 5, 1872.
Gentlemen of the House of Delegates :
We have received your message proposing to open the re-
turns of the election for Governor of Maryland, in the Hall
of the House of Delegates, to-day, at 1 o'clock, in the presence
of both Houses, in conformity witli the requirements of the
Constitution of the State, and concur therein.

AUGUSTUS GASSAWAY,
Secretary.
Which was read.
The Speaker appointed Messrs. Chapman, Smith and Spen-
cer, a committee to wait upon the Senate and escort them to
the House.
At 1 o'clock, P. M., the Senate of Maryland, escorted by
Messrs. Chapman, Smith and Spencer, entered the Hall of
the House of Delegates when the returns for the election of
Governor were opened by the Speaker, as Chairman of the
Joint Convention, in the presence of both Houses, and read
by the Clerk. It was found that the Hon. William Pinkney
Whyte had receive! 73,958 votes, and Hon. Jacob Tome 58,-
830 votes, whereupon, the Speaker, as Chairman of the Joint
Convention of the two Houses, declared that the Hon. Wil-
liam Pinkney Whyte, having received a majority of all the
votes cast, was duly elected Governor fur the term as pre-
scribed by the provisions of the Constitution, Article 2, Sec-
tion 1.
