On motion by Mr. Carroll, Leave was granted to the Committee on Finance to intro- duce A bill to release the banks holding charters under this State from the payment of the tax of twenty per cent. im- posed upon them by the respective Acts incorporating the same The Clerk of the House of Delegates appeared and deliver- ed the following message: BY THE HOUSE OF DELEGATES, March 13, 1872. Gentlemen of the Senate: We respectfully ask your Honorable Body to return to this House the Senate hill, entitled an Act to more particu- larly define the powers and duties of the County Commis- sioners of Harford county, in adjusting and levying for claims against said county. * By order, MILTON Y.
