A bill, entitled an Act authorizing the Commissioners of
Baltimore county, to build a bridge over Jones' Falls, at
Rogers' Avenue, in said county.
Which was read a first time.
The Hon. John Thomson Mason, Secretary of State, de-
livered the following communication from his Excellency,
the Governor:
EXECUTIVE DEPARTMENT,
ANNAPOLIS, January 29th, 1872
To the General Assembly of Maryland :
GENTLEMEN—I have the honor herewith to transmit a let-
ter from Peter G. Harris, Captain of Engineers, U. S. Navy,
enclosing a communication from the Light House Board,
and respectfully submit the same to your consideration.
WM. PINKNEY WHYTE.
Together with accompanying papers, which were severally
read and referred to the Committee on Federal Relations.
On motion of Mr. Staylor, (the rules being suspended,)
Leave was granted to the Committee on the Judiciary to
introduce a bill, entitled an Act to repeal the 50th section of
Article V., of the Code of Public General Laws, relating to
appeals, us amended and re-enacted by chapter 56, passed at
January Session, A. O., 1870.
The hour having arrived for taking up the order of the
day,
The House proceeded to the consideration of the bill, en-
titled an Act to amend chapter 126, of the laws passed Jan-
uary Session, "1870, entitled an Act to authorize the Faculty
and Board of Trustees of the "Washington University of Bal-
timore, to use the real estate of said University, situated on
the corner of Calvert and Saratoga streets, in Baltimore City,
as a basis of credit to raise a sum of money, not exceeding
ten thousand dollars, by creating a ground rent thereon for
the uses of said University.
Said bill being upon a second reading,
Mr. McColgan submitted the following amendment:
Section 1, line 6—Strike out the word "fifteen," and in-
sert "ten."
The question recurring.upon the adoption of said amend-
ment,
