On motion of Mr. Miller,
Leave was granted to the Committee on the Judiciary to
report a bill, entitled an Act authorizing the Governor to
appoint a Registrar for the City of Frederick, to register the
qualified voters thereof, and provide for an election of seven
members of the Common Council for said City, under said
registration, on the 20th day of March, 1872, and allow the
present board to hold over until their successors have been
duly elected and qualified.
On motion of Mr. Clark, of Baltimore City,
Leave was granted to the Committee on the Judiciary to
introduce a bill, to declare the sanction of the General Assem-bly of Maryland to the bequest of John Coates, late of Balti-
more City, deceased, to the Trustees of the Methodist Protes-
tant Church, corner of Lombard and Green streets in the
City of Baltimore.,
Also,
Leave was granted to the Committee on the Judiciary to
introduce a bill, to declare the sanction of the General Assem-
bly of Maryland to the bequest of John Coates, late of Balti-
more City, deceased, to the Sabbath School attached to the
Methodist Protestant Church, at the corner of Lombard and
Green streets in the City of Baltimore.
On motion of Mr. Colton, of Baltimore City, (the rules
being suspended),
The House proceeded to the consideration of the bill,
entitled an Act to authorize the Mayor and City Council of
Baltimore, to issue and lend to the Western Maryland Rail-
road Company the stock of the Mayor and City Council of
Baltimore, to the amount of one million of dollars, redeem-
able on the first day of January; 1902, and bearing interest
at the rate of six per cent. per annum, from the first day of
January, 1872, to aid in the construction of the railroad of
said company.
Said bill being upon a third reading,
The bill was then read a third time and passed by yeas
and nays, as follows:
