280 JOURNAL OF PROCEEDINGS [Feb. 27, Senators and Representatives in Congress, that they may he laid before the Senate and House of Representatives. Which was read the first time. Mr. Spates, from the Committee on Corporations, to which had been referred The House bill, entitled an Act supplementary of an Act, passed January Session 1861, chapter 381, entitled an Act to incorporate the Merchants' and Mechanics' Fire Insurance Company of Baltimore, Reported favorably thereon, and Said bill was read the second time. On motion by Mr. Denson, The rules were suspended, as required by section 27, Arti- cle III., of the Constitution, so as to give the said bill a third reading this day, as follows : AFFIRMATIVE. Messrs. President, Longwell, Blake, Miller, Carroll, Stephenson, Crawford, Spates, Denson, Sellman, Dennis, Steiner, Fields, Tuck, Henry, Wilson, Jump, Williams—18, NEGATIVE—None. Said bill was then read the third time and passed by yeas and nays, as follows : AFFIRMATIVE. Messrs.
