Leave was granted to the Committee on Finance to intro-
duce a bill, entitled an Act to prohibit the granting of li-
censes for the sale of spirituous or fermented liquors or lager
beer at or near the Emory Grove Camp Meeting Association
Grounds, near Reisterstown, in Baltimore county.
Also,
Leave was granted to Messrs. Denson, Blake and Timmons to introduce a bill to repeal sections 194, 196 and 197,
of Article IV., Public Local Laws, relating to the City of
Baltimore, sub-title " Docks," and to re-enact the same in
an amended form as follows.
Also,
Leave was granted to the Senators from Baltimore city to
introduce a bill, to repeal section 882, of Article IV., of the
Public Local Laws, relating to the city of Baltimore, and
re-enact the same in an amended form.
Mr. Tuck presented the following
JOINT RESOLUTIONS.
WHEREAS, The General Assembly of Maryland, by their
Resolution, No. 40, at the December Session, 1817, declared
"That it is in the contemplation of the Government of the
United States to establish a Naval Depot at some place best
fitted for the purpose, and that the harbor of Annapolis is
in all respects well adapted to answer that purpose, by reason
of its central position and other weighty considerations; pro-
vided, the navigation of the Severn River should be facilita-
ted by the removal of a small and inconsiderable obstruction
near the mouth of said river, and did, thereupon, make an
appropriation fur the removal of this bar, or cutting a chan-
nel through the same ; provided, Annapolis will be fixed
upon as the place for the Naval Depot; and whereas, Annap-
olis being the best harbor nearest the Capital of the United
States, is often used by our own and foreign vessels having
communications with our Government at Washington, espe-
cially since the establishment of the Naval Academy at An-
napolis, it is highly important to remove the aforesaid ob-
struction; therefore,
Resolved, That the members of Congress representing this
State, be and they are hereby requested to urge upon the
Congress of the United Stated to make an adequate appropri-
ation to remove the aforesaid obstruction, or to cut a channel
through the same, and otherwise to improve the navigation,
of the harbor of Annapolis.
Resolved, That his Excellency, the Governor, be requested
to transmit a copy of this preamble and resolution to our
