S30 JOURNAL OF PROCEEDINGS [Feb. 16,
Mr. Sellman presented the petition of R. P. Hays, and
cue hundred and fifty other citizens of the Third Election
District of Montgomery county, praying the passage of a General Law enabling The voters of any election district to deter-
mine by ballot whether drinking houses shall be licensed in
such district.
Which was read and referred to the Committee on Judicial
Proceedings.
Also,
The petition of S. O. Vois, and one hundred and fifty other
citizens of the Fourth Election District, praying the same.
Which was read and referred to the same Committee.

Mr. Blake presented the petition of Ann Coulter, praying
to be placed on the pension rolls.
Which was read and referred to the Committee on Pen-
ions.
On motion- by Mr. Claggett,
Leave was granted to Messrs. Claggett, Stephenson and
Fields to introduce a bill, entitled an Act to provide tor the
introduction of a supply of water into the town of Hagers-
town, by means of waterworks, appointing a. Water Board
for that purpose, and authorizing the Mayor and Council of
Hagerstown to provide means tor the construction of said
works.
Mr. Carroll, from the Committee on Finance, to which
leave had been granted; reported
A bill, entitled an Act to refund to Edward W. Mealy,
administrator of E. M. Mealy, of Washington county, de-
ceased, a sum of money.
Which was read the first time.
Mr. Claggett, from the Committee on Judicial Proceed-
ings, to which leave had been granted, reported
A bill, entitled an Act to add new sections to Article LI.,
of the Code of Public General Laws, entitled " Justices of
the Peace," and to provide for making judgments rendered
by Justices of the Peace liens on land.
Which was lead the first time and ordered to bo printed.
Mr. Oarroll, from the Committee on Finance, to which
tad been referred
House bill, entitled an Act making sundry appropriations
for the support of the Government for the year ending the
first day of January, 1874,
