Mr Tuck presented the petition of W. H. Butler, Thos.
H. Young, Wm. T. Brice, J. C. Bishop and James Holliday,.
of Anne Arundel County, asking that the colored schools be placed under the control of the County School Commissioners..
Which was read and referred to the Committee on Educa-
tion.
Mr. Steiner presented the petition of James C. Davis, Jno.
Waybright, and thirty-seven other citizens of Middleburg,
Carroll county, praying the passage of a law making School'
Commissioners elective by the people.
Which was read and referred to the Committee on Educa-
tion.
Also,
The petition of John Loates, Chas. S. Trail, and one hun-
dred and twenty-three citizens of Frederick county, praying
the General Assembly to pass a law providing for the protec-
tion of birds and game in Frederick county.
Which was read and referred to Messrs. Steiner, Tuck and
Downs.
On motion by Mr. Fields, it was
Ordered, That. the Comptroller and Adjutant General be"
requested to furnish to the Senate, as soon as possible, a list
of all men drafted or paid commutation money from the year
1862, to the present time, and those that have not already
received their bounty.
On motion by Mr. Stephenson,
Leave was granted to Messrs. Stephenson, Claggett and"
Fields, to report a bill, to continue in force an Act, entitled
an Act to regulate and make uniform the fees of Constables,
passed January Session, eighteen hundred and sixty-five,
chapter sixty-seven.
Mr. Stephenson submitted the following message:
BY THE SENATE,
February 12,1872.
Gentlemen of the House of Delegates :
We propose, with the concurrence of your Honorable Body,,
the appointment of a Joint Committee of the two Houses,.
four from the House of Delegates and three from the Senate,
to carry into effect the requirements of section 45 of Article
III. of the Constitution, relating to providing a simple and
uniform system of charges in the offices of Clerks of Courts and
