BY THE SENATE,
January 25, 1872.
Gentlemen of the House of Delegates:
We propose, with the concurrence of your Honorable
Body, to appoint a Joint Committee, of three from the Sen-
ate, and five from the House, to be appointed respectively
by the President of the Senate and Speaker of the House, to
visit the Maryland Hospital lor the Insane, and report to-
this General Assembly of Maryland, at as early a day as
practicable, whether the Institution is ready to receive pa-
tients ; if not, when it will be ready, and to report upon all
matters which may be of interest to the State.
We have appointed on the part of the Senate, Messrs.
Williams, Fields and Denson.

Which was read.
Mr. Clark, of Baltimore City, submitted the following-
message :
BY THE HOUSE OF DELEGATES,
January 26th, 1872.
Gentlemen, of the Senate:
We have received your message, proposing the appoint-
ment of a Joint Committee, of three from the Senate, and
five from the House, to visit the Maryland Hospital, etc.,
and to report upon all matters which may be of interest to
the State.
An order having been passed, instructing the Committee
on Public Buildings to investigate the whole matter, we de-
cline to concur therin.

Which was read, assented to, and sent to the Senate.
The Secretary of the Senate delivered the following billy,,
severally endorsed "Passed by yeas and nays."
A bill, entitled an Act to exempt from State and City tax-
ation the real and personal property of the Improved' Order
of Bed Men, of Baltimore City.
Which was read a first time, and referred to the Committee,
on Ways and Means.
