146 JOURNAL OF PROCEEDINGS [Feb. 5 Act to incorporate the Franklin Savings' Bank of Frederick, passed January Session, 1856; chapter 329, repealing the fifth section thereof, and re-enacting the same with amend-, ments. On motion by Mr. Jump, Leave was granted to Messrs. Jump, Steiner and Downs to introduce a bill, authorizing the County Commissioners of Talbot county to appoint an additional constable in District No. 2. Hon. J. Thomson Mason, Secretary of State, appeared with a communication from His Excellency Governor Whyte, endorsed "Executive Business." Senate bill, entitled an Act to incorporate the town of Union Bridge, in Carroll County, Was read the second time and ordered to be engrossed for a third reading. Senate bill, entitled an Act to add additional sections to. Article LXXXI. of the Code of Public General Laws of this State, entitled "Revenue and Taxes," sub-title "National Banks," Being upon its second reading, Mr. Earle moved to fill the blank in section 196, with the word "First." Which was adopted. Said bill, as amended, was then read the second time, and ordered to be engrossed for a third reading. Mr. Williams, from the Committee on Judicial Proceed- ings, to which leave had been granted, reported A bill, entitled an Act to repeal section 47 of Article XVIII. of the Code of Public General Laws, entitled " Clerks of Courts," and to re-enact the same, with amendments, Which was read the first time. ' On motion by Mr. Williams, .Leave was granted to the Committee on Finance to intro- duce a bill to pay Somerville Sellers, Clerk of the Circuit Court of Calvert county, for services rendered at the instance of the Comptroller of the Treasury, and for commissions on a sum of money paid by him into the Treasury, and for fees due him by the State. On motion by Mr. Wilson, Leave was granted to "the Committee on Finance to report a bill to repeal chapter 343, of January Session, 1870, and |
