On motion by Mr. Blake, The rules were suspended as required by section 27 of Arti- cle III. of the Constitution, so as to give a second reading, this day, to House bill, entitled an Act to authorize the Mayor and City Council of Baltimore to issue and lend to the Western Maryland Railroad Company, the stock of the Mayor and City Council of Baltimore, to the amount of one million of dollars, redeemable on 1st day of January 1902, as follows: AFFIRMATIVE. Messrs. President, Henry, Blake, Jump, Carroll, Longwells, Crawford, Miller, Claggett, Spates, Denson, Steiner, Davis, Tuck, Earle, Wilson—17. Fields NEGATIVE. Messrs. Stephenson—1. Said bill was then read the second time.
