30 JOURNAL OF PROCEEDINGS [Jan 10),
Which was read, assented to, and sent to the House of
Delegates.
The Clerk of the House of Delegates delivered the follow-
ing message:
BY THE HOUSE OF DELEGATES,
January 10, 1872.
Gentlemen of the Senate :
We have received your message requesting the presence of
the members of the HOUSE of Delegates in the Senate Cham-
ber, at the hour of 1 1/2 P. M , to witness the administering of
the oath of office to the Governor-elect, and respectfully accept the invitation.
By order,
MILTON Y. KIDD,
Chief Clerk.
Mr. Stephenson submitted the following message :
BY THE SENATE,
January 10th,1872.
Gentlemen of the House of Delegates :
The veto power given to the Governor by the Constitution
of 1867, makes it necessary, in our opinion, to change the
mode of presenting Bills passed by the General Assembly to
the Executive for his signature.
We also deem it necessary to have joint rules to govern
the two Houses in their official intercourse with each other.
We therefore respectfully propose the appointment of a
Joint Committee of six, three on the part of each House, to
inquire into and report what changes, if any, are necessary
in the premises, and to prepare and report such joint rules
as they in their judgment may deem necessary and proper.
We have appointed on the part of the Senate, Messrs.
Stephenson, Wilson and Dennis.
By order,
AUGUSTUS GASSAWAY,
Secretary.
Which was read, assented to, and sent to the House of
Delegates.
On motion by Mr. Miller,
Leave was granted to the Committee on Judicial Proceed-
ings to prepare and report a bill, entitled an Act relating to
"non-suits" in the Courts of this State.
On motion by Mr. Earle,
