posals shall be written and sealed. Each committee shall
then contract with the lowest responsible bidder of those pre-
sent and bidding to do the printing necessary for their re-
spective bodies, and at the sitting of the Senate and House
immediately thereafter the Committees shall report to their
respective Houses the names and amounts of all bids and the
lowest responsible bidder, subject to the action of each House
for approval, modification or rejection of the contract hereby
authorized. We further propose that, until the above Com-
mittees report as above directed, and their reports be acted
upon, no printing shall be done by either the Senate or the
House of Delegates but the necessary number of copies of the
Daily Journal.
Which was read,
And, on motion by Mr. Stephenson,
Postponed until to-morrow, at 12 o'clock.
A message was received from His Excellency, Governor
Bowie, through the hands of R. C. Hollyday, Esq., Secre-
tary of State, containing a communication from the Gover-
nor of New York, in relation to the completion of the Wash-
ington National Monument.
Which was read and referred to the Committee on Federal
Rlations.
On motion by Mr. Williams, it was
Ordered, That the Commissioners of Agriculture be re-
quested to inform this House whether any one or any part
of one of the State Tobacco Warehouses has been rented out
,by him, and that lie also be requested to inform this House
what disposition has been made of the money received by
him for the rent of said warehouse.
On motion by Mr. Williams, it was
Ordered, That the Comptroller of the Treasury be re-
quested to furnish to this House a statement showing the-
net amount received into the Treasury from the Tobacco
Warehouses and the wharves attached thereto, from the
building of said warehouses to the present time,
The President laid before the Senate the following commu-
nication from His Excellency Gov. Bowie, containing the report of the counsel for the State in the suit of the State vs.
The Baltimore and Ohio Railroad Company :
