I herewith transmit for your consideration the Report of
the Counsel for the State in the cases against the Baltimore
and Ohio Railroad Company.

Mr. Stephenson moved that said report 1)? entered upon
'the .Journal.

It was determined in the negative.
Mr. Carroll moved that one hundred copies of said report
be printed for the use of the Semite.

Gentlemen of the Senate :
We respectfully propose, with the concurrence of your
Honorable Body, the appointment of a Joint Committee,
consisting of three members of the Senate and four members
of the House of Delegates, to visit and examine into the
condition of the Maryland Penitentiary.
We have appointed on the part of the House, Messrs.
Cooper, Banks, Sparrow, and Riley.
