1402 JOURNAL OF PROCEEDINGS [April 1, The Senate bill entitled an Act to make a contribution towards the Washington National Monument. The report was adopted. Also, unfavorably, The Senate bill entitled an Act to authorize the Governor to appoint a Commissioner to examine the fisheries of the State, with a view to their protection and improvement, to confer with the Fishery Commissioners of other States, and to report to the next General Assembly, and to appropriate a sum of money to defray expenses. The report was adopted. Also, reported unfavorably, The bill entitled an Act to provide for the payment of bounties to drafted men who entered the service of the United States or furnished substitutes who entered the said service to fill the quotas of Maryland, or who paid commutation money during the late civil war, and to repeal section 9, of the Act of Assembly of 1868, chapter 35. The report was adopted. The Secretary of the Senate returned the following bill, A bill entitled an Act for the better protection of birds in Carroll county. Endorsed, "Passed by yeas and nays with proposed amend- ment." AMENDMENT PROPOSED. Strike out the second section.
