Mr. Chapman submitted the following message :
BY THE HOUSE OF DELEGATES ,
January 4, 1872.
''Gentlemen of the Senate:
We have received your message asking the return, to your
Honorable Body, of the message received from your House
this morning, and herewith return the same.
By order,
MILTON Y. KIDD,
Chief Clerk.
Which was read, assented to, and sent to the Senate.
The Secretary of the Senate delivered the following mes-
sage :
BY THE SENATE,
January 4, 1872.
Gentlemen of the House of Delegates:
We have received your message, proposing a Joint Com-mittee of three on the part of the House and two of the Sen-
ate, to wait on the Governor, and concur therein. We have
appointed on the part of the Seriate Messrs. Blake and
Compton. By order,
AUGUSTUS GASSAWAY, Secretary.
Which was read.
Mr, Spencer submitted the following message :
BY THE HOUSE OF DELEGATES,
January 4, 1872.
'Gentlemen of the Senate:
We respectfully propose, with the concurrence of your
Honorable Body, that the Committee on Printing of each
House, hereafter to be appointed, be made a "Joint Commit-tee on Printing of both Houses," with power to contract for
the printing of the Journal of Proceedings of the Senate and
House of Delegates, all bills, reports, documents, and other
matters ordered to be printed by either House ; also, the laws
and joint resolutions passed at the present Session of the
General Assembly. That said committee invite proposals by
public advertisement, for a reasonable time, for said printing,
before contracting or agreeing for the same. That said con-
tract or agreement be given to the lowest responsible bidder.
That said committee may, if more economical and advanta-
geous to the public interest, contract or agree for the printing
of the laws separately from the other printing, and may con-
tract with different persons for the different kinds of printing.
