The Secretary of the Senate returned
The Senate bill entitled an Act to transfer the sum of
money appropriated by chapter 383, section 1, Acts of General Assembly of 1870, to the Elkton and Massey's Railroad
Company, from said Company to the Middletown and Elkton
Railroad Company,
Endorsed "Considered, House amendments non-concurred
in, and bill returned to the House of Delegates, -with the re-
quest that the House will recede from its amendments."
'Which was read, and
On motion of Mr. Penington,
The proposition of the Senate was non-concurred in.
The House then proceeded to the consideration of the order
submitted by Mr. Stone on the 21st instant, proposing to
rescind the order adopted on the 4th instant, requiring the
House of Delegates on Tuesday, Wednesday and Thursday,
to take a recess from 3 to 8 P. M., and to consider bills of a
local character only at the Evening Session.
The question recurring upon the adoption of the order,
It was adopted, and
The order adopted on the 4th of March, as above mentioned,
rescinded.
On motion of Mr. Streett,
All the various appropiation bills were placed on file of
orders of the day, to be considered in regular order.
The House then proceeded to the consideration of the fol-
lowing order, submitted, by Mr. Phillips, on, the 22d instant:
Ordered, That no member of this House shall, in explain-
ing his vote, be allowed to speak more than five minutes in
explanation of said vote, nor more than thirty minutes upon
any question.
The question recurring upon the adoption of the order,
Mr. Street! submitted the following amendment:
AMENDMENT PROPOSED.
In last line, strike out the word "thirty," and insert
"fifteen-"
