1044 JOURNAL OF PROCEEDINGS [Mar. 22,
Mr. Radcliffe submitted the following order :
Ordered, that Mr. Baldwin have leave of absence until
Wednesday next, to attend to important business.
Which was adopted.
Mr. Litzinger submitted the following order :
Ordered, that Mr. Shipley be excused from this House on
to-morrow, March, the 23d.
Which was adopted.
Mr. Phillips submitted the following eider :
Ordered, that no member of this House shall in explaining
his vote be allowed to speak more than five minutes in expia-
tion of said vote, nor more than thirty minutes upon any
Question.
Which was read.
On motion of Mr. Groome,
Leave was granted to the Cecil delegation, to introduce
a bill to incorporate the Chatsworth Female Institute.
On motion of Mr. Wilmer,
Leave was granted to Messrs. Wilmer Hurtt aha. Deweese,
to introduce a hill to repeal chapter 434 of the Act of 1870,
so far as relates to Kent county, and re-enact the same with
amendments.
On motion of Mr. Smith,
Leave was granted to a Select Committee, consisting of one
-member from each county and Legislative District of Balti-
more City, to introduce a bill to enable the qualified
voters of any Ward or Election District in this State to de-
termine by ballot whether Drinking Houses may or may
not be licensed within such Ward or Election District.
. Also,
Leave was granted, to the Dorchester delegation, to intro-
duce a bill to authorize the Governor to appoint an addi-
tional Justice of the Peace for Williamsburg or District No.
12 of Dorchester county.
On motion of Mr. Goldsborough, (the rules being sus-
pended,)
The House proceeded to the consideration of the Senate
bill entitled, an Act to pay John Baggs, Clerk of the Circuit
Court for Talbot* county, a sum of money as commissions on
money collected for the State.
Said bill being upon a third reading,
