The House proceeded to the consideration of the Senate
bill entitled an Act supplementary to an Act for the estab-
lishment of an Academy at Elkton, in, Cecil, county, passed
at December session, 1817.

Mr. Baldwin, of Anne Arundel, submitted the following
message:

Gentlemen of the. Senate:

We respectfully ask your Honorable Body to return to this
House the bill entitled an Act to require the Mayor and City
Council of Baltimore city to take charge of and keep in re-
pair all the highways, roads and bridges within its corporate
limits.
