to the word "outfit," in line 7, and insert in lien thereof
the words three cents for such square fathom of Seine, and
five cents for each square fathom of gill net,

Which were severally read and adopted.

Mr. Mitchell submitted the following amendment:

Sub-section 3, line 11, strike out the words "value of the
out fit," and insert in lieu thereof the words: number of
square fathoms of the seine or net.

Which was adopted.

And the bill, as amended, was read a second time and
ordered to be engrossed for a third reading.

Mr. Neill, (the rules being suspended,) submitted the fol-
lowing order:

Ordered, That on and after Thursday, 24th instant, no
member shall be allowed to speak on any bill under consid-
eration longer than five minutes, without the consent of a
majority of the House.

Which was adopted.

On motion of Mr. Webb, (the rules being suspended.)

Leave was granted to the Baltimore city delegation to in
troduce a bill to authorize the Mayor and City Council of
Baltimore, to issue its bonds to defray the expenses of the
building of the new City Hall.

On motion of Mr. Wiley, (the rules being suspended,)

Leave was granted to the Baltimore city delegation to in-
troduce a bill to authorize the Mayor and City Council of
Baltimore to submit the question of endorsing the bonds of
the Maryland Central Railroad, to the amount of $600,000,
to a vote of the people of Baltimore city.

On motion of Mr. White, (the rules being suspended,)

Leave was granted to the Committee on Ways and Means-
to introduce a bill for the relief of James Touchstone.

On motion of Mr. Hopkins, (the rules being suspended,)

Leave was granted to the Harford delegation to introduce-
a bill to add an additional Justice of the Peace to district
number six in Harford county.

On motion of Mr. McLane, (the rules being suspended,)

Leave was granted to the Committee on Ways and Means
to introduce a bill entitled an Act to levy a tax in augmen-
tation of the "Free School Fund."
