Mr. Hardcastle, of Talbot, rose to a privileged question,
and submitted the following remarks:
MR. SPEAKER:
I rise to a personal explanation, which it is due to myself
as well as the House, should be made. One of the amend-
ments by the Senate to the Militia Mil, is to insert after the
word "much," the word "thereof," in line 2, of section 27.
I am satisfied that the word "thereof" was in the original
bill as reported by me. I have a distinct recollection about
it, and the discrepancy between the Senate and House bills,
as printed is in confirmation of the fact, as the printer knows
I took pains to correct the proof of the House bill
On examination of the bill in manuscript, I find the last
sheet, on which section 27 is written, as well as the endorse-
ment thereon of the title, is in a different handwriting from
the original reported by me; and I believe, sir, that this
sheet has been substituted for the original. 1 deem it pro-
per to make this statement to the House, and to say that I
am in no way responsible for the omission of a word, which,
if it had not been corrected by the Senate, might have mate-
rially changed the amount of the appropriation. The Senate
bill appiopriates $25,000, or as much as may be necessary."
I repeat, sir, that I never reported any such bill to this
House Some one has changed the phraseology of section 27
of the bill reported by me, by rewriting the entire section
and omitting the word "thereof," which is the qualifying
word of the section.
Upon the conclusion whereof,
On motion of Mr. Webb,
It was ordered that a Committee of three be appointed to
investigate the matter, and Messrs. Webb, White and Wat-
kins were constituted said Committee.
The Secretary of the Senate returned the following bill,
endorsed, "Passed by yeas and nays."
The bill entitled an Act to incorporate the Harford County
Railroad Company, with proposed amendments.
AMENDMENTS PROPOSED.
Section 8, line 12, amend by striking out all after the
word "company."
