BY THE HOUSE of DELEGATES,

March 15, 1870.
Gentlemen of the Senate :

We have the pleasure of informing your Honorable Body
that we are in receipt of a communication from his Excellency,
the Governor of the State, informing us that the Commission-
ers of Fisheries of the State of New York have accepted the
invitation to address the General Assembly, and will arrive
in this city on Wednesday next, and will appear before the
Legislature on that day, at such hour as the Senate and
House may appoint. And we propose with the concurrence
of your Honorable Body, to refer the subject to the Joint
Special Committee of the two Houses appointed to request
the Governor to invite these gentlemen to address the Gen-
eral Assembly, and they be authorized and directed to make
suitable arrangements for the occasion.

Which was read, assented to, and sent to the Senate.

Mr. Blake, Chairman of the Committee on Public Build-
ings, reported unfavorably,

The bill entitled an Act to appropriate a sum of money for
repairing the sidewalk and paving the bed of the street on
the public circle surrounding the grounds of the State House.

The question recurring upon the adoption of the report.

Mr. Baldwin, of Anne Arundel, moved that the further
consideration of the unfavorable report be informally post-
poned.

Decided in the negative.

On motion of Mr. Gorman,

The unfavorable report of the Committee was adopted.

Mr. Mitchell, Chairman of the Committee on the Judi-
ciary, to whom was referred the Senate bill entitled an Act
to add two additional sections to the 30th Article of the Code
of Public General Laws, entitled ''Crimes and Punish-
ments," relating to killing cattle, reported favorably thereon,
with proposed amendments.

Said bill being upon a second reading,
On motion of Mr. Colton,

The further consideration thereof was postponed, and the
bill made the order of the day for Friday, 18th inst.
