BY THE HOUSE OF DELEGATES,

January 14, 1870.
Gentlemen, of the Senate:

We have received your message proposing the appointment
of a Joint Committee of three members of the Senate and
five members on the part of the House of Delegates to visit
the reformatory and beneficiary institutions of the State lo-
cated in the city of Baltimore and vicinity, including the
State Normal School, and report thereon, and concur therein.
We have appointed on the part of the House of Delegates
Messrs. Carroll, Hammond, Blake, Beck, and Turner.

Which was read, assented to, and sent to the Senate.

Mr. McCreery, Chairman of a Select Committee, (the rules
being suspended,) reported favorably a bill entitled an Act to
repeal sections 345 and 346 of chapter 11 of the Public Local
Laws of Frederick county, sub-title "Woodsboro','"and re-
enact the same with amendments.

Which was read a first time.

Mr. Cratch, Chairman of a Select Committee, (the rules
being suspended,) reported favorably a bill entitled an Act
to amend chapter 241 of Acts of Assembly, January Session,
1867, by inserting an additional section to be substituted for
section 8, and make the present section 8 to number section 9.

Which was read a first time.

The Secretary of the Senate delivered the following message:

BY THE SENATE,

Jan. 13, 1871.
Gentlemen of the House of Delegates :

We have received your message, requesting our presence
in the Hall of the House of Delegates, at 12 o'clock, M., on
Thursday, the 20th inst., to proceed to an election of three
Commissioners of Police, and concur therein,
