Mr. Blake submitted the following message as a substitute:

Gentlemen of the Senate:

We have received from your Honorable Body your commu-
nication relative to contracting for printing, and non-concur
therein.

Chief Clerk.
Which was rejected.

The question then recurring upon the message submitted
by Mr. Biddle, it was assented to and sent to the Senate.
