Leave was granted to the Committee on the Judiciary to re-
port a bill repealing section 2 of chapter 31 of Acts of As-
sembly of 1865, and enact the same with amendments.

On motion of Mr. Brattan,

Leave was granted to the Somerset delegation, and Mr.
Gordy, to report a bill to repeal section 2 of chapter 434 of
the Laws of Maryland of 1868, entitled "Donations to
Wicomico County," for the use of Schools and Academies,
and re-enact the same with amendments.

On motion of Mr. Dennis,

Leave was granted to Messrs. Dennis, Purnell and Brattan,
to introduce a bill to make valid a bequest from David Smith
to the New Town and Pitts Creek Presbyterian Churches, in
Worcester county.

On motion of Mr. Gatch.

Leave was granted to the Baltimore county delegation to
report a bill to change the metes and bounds of election pre-
cincts in the eleventh district of Baltimore county.

Mr. Colton, (the rules being suspended,) submitted the fol-
lowing order:

Ordered, That the use of the Hall of the House of Dele-
gates be granted to Edward M. Gallandet, President Colum-
bia Institution for the Deaf and Dumb, to give an exhibition
of a few of the students in said Institution, to occupy about
forty minutes, to commence at 7 1/2 o'clock this evening.

Which was adopted.

Mr. Dennis, (the rules being suspended,) submitted the
following order:

Ordered, That John R. Purnell be granted leave of absence
for one week.

Which was adopted.

Mr. Chapman submitted the following message :

BY THE HOUSE OF DELEGATES,

March 2, 1870.
Gentlemen of the Senate:

We propose, with the consent of your Honorable Body,
the appointment of a Joint Special Committee of three on the
part of the House, and two on the part of the Senate, to con-
sider the officers necessary for the transaction of the business of
the two Houses of the General Assembly respectively, and to
report by bill or otherwise, regulating their number, compen-
sation, etc., etc. We have named, on the part of the House,
Messrs. Chapman, Watkins and Colton.
