House of Delegates of Maryland, is, by itsjust discrimination,
its instructive and philosophical analysis of character, and
its lofty eloquence, entitled to rank amongst the most distin-
guished orations of modern times, and ought therefore, to be
perpetuated and handed down to posterity, with the other
tributes paid by Maryland to the memory of its immortal
subject, therefore,

Resolved by the Senate and House of Delegates of Maryland,
That the thanks of the two Houses are hereby offered to Mr.
Wallis, for his prompt acceptance of their invitation, and
that he be requested to furnish a copy of his discourse for
publication.

Resolved, That 2,000 copies of the said discourse be printed
for the use of the General Assembly.

Which were read a first time.

Mr. Mitchell, Chairman of the Committee on the Judiciary,
reported favorably,

A bill entitled an Act to add to Article 28, Code of Public
General Laws, an additional section, providing for the more-
effectual drainage of lands.

Which was read a first time.
Also,

A bill entitled an Act to regulate the manufacture and sale
of oils for illuminating purposes.

Which was read a first time.

Also,

A bill entitled an Act to repeal section 3 of Article 95, of
the Code of Public General Laws, entitled "Usury," and to
re-enact the same with amendments, aud to add an additional
section, to be section 6, of said Article.

Which was read a first time.

Also, reported

A bill entitled an Act to repeal section 18, of Article 73,
of the Public General Laws, entitled "Penitentiary," and, to
re-enact the same with amendments.

The Committee asked to be discharged from the further con-
sideration of this bill, and that it be referred to the Commit-
tee on Manufactures.

The Committee was discharged, and the bill so referred.

Mr. Thomas, of Frederick, from a Select Committee, re-
ported favorably,

A bill entitled an Act to add additional sections to Article
11, of the Code of Public Local Laws of Frederick county, re-
