tntion. There is a considerable debt now resting on the
institution, and after the liquidation of the debt now due by
the Board of Directors, it will leave but a moderate sum in
their hands to meet the current (demands of the institution.
The State should make sufficient appropriations for the sup-
port of the prison, so that the Director's can take the advan-
tage of the markets; such has not been the condition of the
guardians of this institution for many years past, and they
have been compelled to pay a large portion of their income
in the way of interest; it is also not an uncommon circum-
stance for the Directors to be compelled to resort to their
private purses to meet the urgent demands of the institution.
This should not be required of them; this being a State insti-
tution, she should give proper aid for its support. The pre-
sent condition of the prison is totally inadequate for the pur-
poses desired Your Committee think that the Legislature
should make sufficient appropriation to carry out the design
of prison reformation; it is impossible under the present con-
dition of the institution to accomplish the object sought tor
Your Committee cannot close this report without making
mention of the sacrifice made by the Directors of the institu-
tion, who manifest an interest in the prison greatly to be
commended, and the gentlemanly Warden of the institution,
Gen John W. Home, whom we believe to be the man for the
position he occupies; also, Mr. John J. C. Dougherty, the
estimable Clerk of the Institution, who gave us every assist-
ance in our examination of the books and accounts of the
institution; that we found every account with vouchers to
sustain the same.

All of which is respectfully submitted for your favorable
