Speaker of the House of Delegates:

DEAR SIR :—In compliance with section 128 of Article 4,
Code of Public Local Laws, requiring the Comptroller to re-
port to the General Assembly the returns of the Mayor and
City Council "of the disbursements in relation to the deep-
ening and improvement of the channel of the Patapsco," I
have the honor to enclose the within, which is a true copy of
said report, now on file in this Department.

Which were Severally read and referred to the Committee
on Internal Improvements.

The Secretary of the Senate delivered the following
message :

BY THE SENATE,

Feb. 18, 1870.
Gentlemen of the House of Delegates :

We propose, with your concurrence, the appointment of a
Joint Committee of two on the part of the Senate and three
on the part of the House, to examine into the condition of
the finances of the State, in order to ascertain what provi-
sion, if any, rnust be made by the General Assembly to
enable the Treasurer to provide for the payment of the State's
liabilities falling due April 1st, 1870.

We have appointed on the part of the Senate, Messrs.
Clarke and Fields.

Which, was read.

Mr. Merrick submitted the following message:

BY THE HOUSE OF DELEGATES,

January 18, 1870.
Gentlemen, of the Senate:

We have received your message proposing a Joint Com-
mittee of two of the Senate and three of the House, to
examine the condition of the finances of the State, &c., and
concur therein, and have appointed on the part of the House
Messrs. Merrick, McLane and Kilbourn.
