grossed for a third reading

Was reconsidered.

On motion of Mr. Mitchell,

The vote by which the bill was passed through a second
reading

Was reconsidered.

The bill being then upon a second reading,

On motion of Mr. Mitchell,

Was recommitted to the Committee on the Judiciary.

Mr. Merrick, Chairman of the Committee on Ways and
Means, reported unfavorably upon the Senate bill entitled an
Act to appropriate a sum of money to William Frizzel.

The report was adopted.
Also,

Unfavorably upon the Senate bill entitled an Act to refund
to Abraham Grabill, of Frederick county, certain State taxes
erroneously paid by him into the Treasury in the years 1866
and 1867.

The report was adopted.

Mr. Kilbourn, Chairman on the part of the House, to
report what ceremonies on the part of the General Assembly
are proper to extend to the officers of Her Britannic Majesty's
ship Monarch, submitted the following

REPORT.

The Committee appointed by the two Houses to inquire
and report what ceremonies on the part of the General
Assembly are proper to extend to the officers of Her Britan-
nic Majesty's ship Monarch, recommend to their respective
Houses, that Capt. J. E. Commerell and the officers of his ship
be invited to the freedom of the floor of the two Houses, as
an evidence of the high respect entertained by the people of
Maryland, for the noble mission on which they have been
employed.
