Mr. Markland submitted the following order :

Ordered, That it be entered upon the Journal, that F. S.
Hoblitzell was absent from the duties of this House, on
Saturday last, by reason of sickness.

Which was adopted.

The following message was received from his Excellency,
Governor Bowie, together with accompanying document, per
hands of Richard C. Hollyday, Esq., Secretary of State:

EXECUTIVE DEPARTMENT,

Annapolis, Feb. 14, 1870,
Gentlemen of the House of Delegates of Maryland :

I herewith transmit to you the First Annual Report of
the Maryland Institution for the education of the Deaf and
Dumb at Frederick city.

This is solely a Maryland Institution, You recently wit-
nessed an exhibition of some of its pupils, which could not
fail to enlist the deepest sympathies for these unfortunate
mutes. The Institution must be supported by the munifi-
cence of our State, and I therefore commend it to your careful
and favorable consideration, I also desire to invite your atten-
tion to the recommendation made in my message for the re-
moval of the State pupils from the Columbia Institution, to-
that at Frederick city.

Which were severally read and referred to the Select Com-
mittee on that subject. "

On motion of Mr. Kean,

Leave was granted to the Allegany delegation to intro-
duce a bill to add an additional section to Article 1 of the-
Code of Public Local Laws, entitled "Allegany county."

On motion of Mr. Biddle,

Leave was granted to the Cecil delegation to introduce a
bill to repeal chapter 69, Laws of 1866, and to re-enact
the same with amendments.

On motion of Mr. Purnell,

Leave was granted to Messrs. Purnell, Dennis and Brat-
tan to introduce a bill regulating the fees of the Sheriff of
Worcester county.

On motion of Mr. Baldwin, of Anne Arundel,

Leave was granted to the Committee on the Judiciary to
introduce a bill to repeal section 13, of the Code of Public
General Laws, title "Landlord and Tenant," sub-title "Dis-
tress for Rent," and to repeal and re-enact the same with
an amendment.
