LAWS OF MARYLAND.

Power and
authority to
contract.

hereby authorized to agree, contract with and pro-
vide for all engineers, artists, superintendents,
officers and hands, and for the hire and use of all
dredges, machines, vessels, engines, utensils and
implements, and for such materials and articles as
shall from time to time be necessary to transact
and perform the business and work, and to effect the
objects for which said Company is incorporated, to
fix the compensation for all such engineers, artists,
superintendents, officers and hands, and in their
discretion to dismiss, remove and discharge the
same, to appoint the time and direct the manner
of holding the annual election of President and

Fill vacancies.

Directors, to provide for filling vacancies in their
own Board, to provide for calling general meetings
of the stockholders, to provide the mode of trans-
ferring the stock of the Company, and of furnish-
ing evidence of ownership of shares, to provide
for the collection of shares, and the forfeiture
thereof in case of non-payment, and to pass all
such by-laws as shall be necessary for the effectual
exercise of all the powers, rights and privileges
and the discharge of all the duties vested in or re-
quired of them by this charter, and the said by-

laws from time to time to alter, change or repeal;

provided, no by-laws shall be made contrary to this
charter, or the Constitution and laws of the State
or United States.

Bridge to be

substantial.

Sec. 7. And be it enacted, That said bridge over
said Narrows shall be built in the most secure and
substantial manner, and shall be secured and sup-
ported at each end by good and efficient abutments
or piers, and shall not be less than twenty feet
wide, with substantial railing on each side, with
a draw at least forty feet wide in said bridge at the
deepest part of said Narrows, after the obstructions
shall have been removed therefrom, and the same
shall have been cut and deepened, as hereinafter
provided for the passage of steamboats, vessels,
and other river craft through the same, and the
President and Directors for the time being shall, at
all times, keep a sufficient number of hands ready
for the purpose of removing said draw, so as'to
allow steamboats, vessels, and other river craft to
pass through the same without delay or interrup-
tion, the owner or owners, or agents of all such
steamboats, vessels or craft, having first paid or
