by them or a majority of them, stating that they
have judged said road to be for the benefit and
convenience of the public, and their reason there-
for, and if they determine that said road is not for
the public convenience, and ought not to be
granted, they shall return to the County Commis-

sioners a report declaring such opinion, and their
reason therefor; and if any road petitioned for lies
partly in one district and partly in another district,
the County Commissioners shall issue orders to
the Supervisors of the districts so situated, to meet
as a joint board, who shall act iu such case as
herein directed for a district board.

Sec, 16. And be it enacted, That whenever any
road shall be located and surveyed as a public
road, .the Board of Supervisors of the district, or
the joint Board of Supervisors, as the case may be,
of the districts interested, shall make an estimate
of the cost of said road, and shall assess the
damages and benefits of the same, upon the indi-
viduals interested, and the district or districts re-
spectively, in such proportion as they may deem
just and proper, and shall furnish to the County
Commissioners a report of such assessment; and

if any person or district shall feel aggrieved by the
judgment of the Board of Supervisors, he or they
shall, within thirty days after said report or judg-
ment, file with the County Commissioners his or
their objection in writing, and the County Com-
missioners shall issue their warrant to the Sheriff
of Baltimore County, directing him to summon a

jury of twenty disinterested freeholders, inhabit-
ants of said county, and not related to any of the
parties making tiie objection, to meet on the pre-
mises at a time stated in said warrant, of which at
least five days' notice shall be given to the person
or persons filing the objections, and of the jury so
summoned; the objector or objectors shall have
the right to strike four and the Supervisors four,
so that the jury may be reduced to twelve, who
shall proceed to consider the award or judgment
of the Supervisors and the objections thereto, and

they may reverse, alter, amend or confirm the
award or judgment of the Supervisors, and the
costs shall be paid as the jury may direct, and
their judgment shall be final; and when no objec-
