Sec. 13. And be it enacted, That when there
shall not be sufficient money in the county trea-
sury set apart as the "General Road and Bridge
Fund," to meet the requirements of the county at
large, the County Commissioners are hereby author-
ized to borrow upon the credit of the county, a sum
not exceeding twenty thousand dollars therefor,
and shall pay the same together with the interest
thereon, out of the "General Road and Bridge
Fund," and whenever there shall not he sufficient
money in the county treasury set apart as the
special road and bridge fund of any district, the
County Commissioners are hereby authorized to
borrow upon the credit of the county a sum of
money not exceeding two thousand dollars to meet
the requirements of said district, and shall pay the
same together with the interest thereon out of the
special road fund set apart for said district.

Sec. 14. And be it enacted, That whenever
twenty or more taxable inhabitants of Baltimore
County shall desire the opening of any new road
or the widening, straightening, altering or closing
of any old road or part of any old road, they may
make application in writing to the County Com-
missioners setting forth as near as may be, the
length and location of the read so petitioned for,
and the County Commissioners shall give notice in
one or more papers published in Baltimore County
for two successive weeks, that application has been
made and examination granted to take place on
the premises at a stated time not less than ten
days from the date of said notice, and they shall
issue an order to the Board of Supervisors of the
