The question recurring upon the passage of the bill,
On motion of Mr. Hopkins, by unanimous consent,

The vote by which the House concurred in the amend-
ments proposed by the Senate,

Was reconsidered.

The amendments were then rejected.

The bill was then returned to the Senate.

Mr. McLane submitted the following message:

BY THE HOUSE OF DELEGATES,
Annapolis, Feb. 9, 1870.
Gentlemen of the Senate : i

We propose, with the concurrence of your Honorable Body,
the appointment of a Committee, consisting of three on the
part of this House and two on the part of the Senate, to con-
fer upon proposed Senate amendment to House bill entitled
an Act to repeal and re-enact with amendments section 170,
Article 30, Public General Laws, entitled "Crimes and Pun-
ishments," sub-title "Rivers," the House having refused to
concur in amendment proposed by the Senate. We have
appointed on the part of this House Messrs. McLane, Hop-
kins and Cooper.

Chief Clerk.

Which was read, assented to, and sent to the Senate.

Mr. Morse, Chairman of the Committee on Corporations,
reported favorably,

A bill entitled an Act to Incorporate the Stockholders of
the Franklin Bank of Baltimore, passed at November session,
1810, chapter 69.

Which was read a first time.

Mr. Blake, Chairman of a Select Committee, reported un-
favorably on the- leave granted to said Committee, to report
a bill entitled an Act to regulate Primary Elections in the
City of Baltimore.

The report was concurred in.

Mr. Lankford, from a Select Committee, reported the Sen-
ate bill entitled an Act to amend the Public General Laws,
passed January session, 1865, chapter 31, so as to exempt
Somerset and Worcester counties from the effect of the second
section thereof, 80 far as relates to the publication of the
local laws, with proposed amendments.
