since the creation of the office up to the present
time.
Sec. 3. And be it enacted, That the person selected
by the Commissioner, after making an abstract of
all decisions with reference to the Land Office,
shall prepare rules in accordance therewith, which,

upon being submitted to, examined and approved
by the Chief Judge of the Court of Appeals, shall
be the law and rules for the government of the
Land Office.
Sec. 4. And be it enacted, That the abstract,
with the rules attached, be placed in the Land

repealed.

Office, and shall be the law and rules for the guid-
ance of the Commissioner of the Land Office and
his successors until altered, amended or repealed.
Sec. 5. And be it enacted, That the Commis-
sioner of the Land Office, upon the completion and
approval of the abstract of the decisions and rules
of the Land Office, shall be authorized to pay to
the person whom be may have selected, the sum of

five hundred dollars, out of the sum hereby appro-
priated, and that the balance, or so much as may
be required, shall be paid for the binding, tran-
scribing, indexing and preserving such records as
the Commissioner may, in his judgment, deem
necessary for their preservation, to be re-bound,
indexed and transcribed.

Sec. 6. And be it enacted, That this Act shall
take effect from its passage.
