same for the benefit of said town, and may have
and use a common seal, which may he altered at
pleasure.

 

Sec. 2. And be it enacted, That thelimits of the
Town of Manchester shall embrace all that tract
of land called the German Church; also, all that
tract called New Market, lying contiguous to each
other, as originally laid out in lots; but as the
aforesaid bounds do not include all the buildings
in said town, it shall be the duty of the first

limits by causing the same to be surveyed and
stoned; also a plat and certificate fully describing
the bounds of the corporation, to be returned to
the clerk of the Circuit Court of Carroll County

Sec. 3. And be it enacted, That the white male
citizens of Manchester of the age of twenty-one
years and upwards, and who have resided within
the limits of the corporation for the space of six
months next preceding the election, shall on the
first Saturday of April in each and every year, at
such place as directed by the Mayor and Common
Council between the hours of twelve o'clock, M.,
and four o'clock, P. M., elect a Mayor and five
Council men, of the age of twenty-five years and
upwards, and who are each the owner of a house
and lot therein, and have resided there twelve
months next preceding the election, and in case of

choice between them.

Common Council, or a majority of them, may
meet from time to time, as the occasion may re-
quire, upon the business of the town, and not less
than once in every three months; and if during
the year for which they may have been elected the
Mayor or any of the Common Council should die,
resign or refuse to serve, or move from said town,
or be otherwise disqualified, a majority of said
