Sec. 5. And be it enacted, That all ordinances
passed by the Mayor and Common Council, or a
majority of them, shall he entered by their clerk
in a hook to be kept by him for that purpose,
which shall be at all times open for the inspection

Sec. 6. And be it enacted, That all officers of
said Corporation except the Mayor shall, before

Peace for Carroll County, that they will act faith-
fully, without partiality or prejudice, in all things
appertaining to their respective offices; the Mayor
shall qualify by Section six of Article sixty-eight

taxes and charges as may be deemed necessary by
said Mayor and Common Council or a majority of
them, to support and maintain the expenses which
may, at any time, be incurred in the improvement
of said Town, and for other corporate purposes not

of the assessed value of all houses and lots fronting
on streets and alleys, and all vacant lots and farm-
ing lands not contiguous to streets and alleys shall
be taxed, on not more than one acre thereof, and
the value of improving them (if any) not exceeding

assessed value thereof.

Sec. 8. And be it enacted, That such tax shall
be collected and paid to the Treasurer by the Col-
lector, by them annually appointed, who shall
have power to distrain therefor as the Collector of
the County assessment has to distrain for the same,
and the Mayor and Common Council shall require
