FRIDAY, February 4, 1870.

The House met and was opened with prayer by the Rev,
Mr, Southgate.

Present at the call of the roll the following members:

Messrs. Latrobe, (Speaker,) Loker, Martin, Beck, Wilrner,
Kilbourn, Baldwin, of A. Arundel, Qwings, Duke, Mitchell,
Chapman, Cameron, Shipley, Turner, Hardcastle, of Talbot,
Brattan, Lankford, Harrington, Woolford, Owens, Rich-
ards, Biddle, Marbury, Wootton, Duvall, Thomas, of Queen
Anne's, Brown, Dennis, Purnell, Thomas, of Frederick,
Bowlus, McCreery, Ritter, White, Harris, Baldwin, of Har-
ford, Streett, Hopkins, Hardcastle, of Caroline, Garey, San-
ner, Hamilton, Cooper, Morse, Blake, Webb3 Wilson, of
Baltimore city, Wiley, McLane, Colton, Kirk, Collins, Eh-
len, Gardner, Markland, Marshall, Hoblitzell, Neill, Welty,
Sword, Seibert, Watkins, Kean, Wilson, of Allegany, Stand-
ish, Myers, Percy, Shower, Jordan, Winters, Grouse, Merrick,
Gorman, Crawford, Gordy—75.

The Speaker laid before the House the Report of the Com-
missioners o i'Frederick county.
Also,

The Report of the Commissioners of Carroll county.
Also,
The Report of the Commissioners of Kent county.

Which were severally read and referred to the Select Com-
mittee on Retrenchment of County Expenses.

Also,

The Report of the Joint Committee appointed by Act of
Assembly, passed January session, 1868, to purchase a Lot,
and erect a Mansion for the Governor of the State.

Which was read and referred to the Committee on Public
Buildings.

The Speaker announced the following Committee, appointed
under the leave granted on motion of Mr. Blake, on yester-
day ,to appoint a Committee of one from each county and Leg-
islative District of the City of Baltimore, to report a bill to
extend the limits of the City of Baltimore:

Messrs. Blake, Martin, Wilmer, Baldwin, of Anne Arun-
del, Duke, Mitchell, Turner, Hardcastle, of Talbot, Lank-
ford, Woolford, Biddle, Wootton, Brown, Dennis, Ritter,
