Mr. Martin submitted the following message :
BY THE HOUSE OF DELEGATES,
February 3d, 1870.
Gentlemen of the Senate:
We propose, with the concurrence of your Honorable
Body, the appointment of a Joint Special Committee, consist-
ing of four members of this House and three members of the
Senate, to whom shall be referred all matters of account in
dispute between the State of Maryland and the Baltimore
and Ohio Railroad Company. Said Committee to have power
to send for persons and papers, and to employ a competent
accountant to aid them in their deliberations, the result of
which shall be reported to this General Assembly for their
action. We have appointed Messrs. ————, ————, and
———, members of said Committee on the part of this House.
