To His Excellency, Oden Bowie,

Governor of Maryland:

DEAR SIR:—The undersigned Commissioners appointed
by His Excellency, Governor Swann, to rtpresent the State
of Maryland in the American Convention of Cattle Commis-
sioners, held at Springfield, Ill., on the 1st December, 1868,
beg leave to report:

That in obedience to the tenor of their letter of instruc-
tions, they did attend the Contention, and participate in its
deliberations upon the subject of the Texas Cattle disease.

While the Convention was unable to determine with cer-
tainty the origin of the disease, or the proper measures for
its effective prevention or cure, all concurred as to its deadly
effect upon the native cattle when brought into even indirect
contact with the contagion, and as to the necessity for prompt
action throughout the country for preventing the spread of
its ravages.

We enclose a full Report of the Proceedings and Debates
of the Convention, which includes a series of propositions
adopted unanimously, with a request to the various Legisla-
tures to embody the same into legal enactments best adapted
to their respective localities.

All of which is respectfully submitted,

Gentlemen of the House of Delegates:

I have this day signed and transmitted to the Clerk of the
Court of Appeals, the following bills,

An Act to repeal and re-enact section 959, of Article 4,
of the Code of Public Local Laws, to the City of Baltimore,
sub-title "Parks."

An Act to authorize the County Commissioners of Frede-
rick county, to subscribe to the stock of Turnpike Companies
in said county.

An Act to authorize the Register of Wills for Howard
county, to examine, perfect, and index certain Records in
his office, and to authorize and provide compensation for
services rendered.
