So two-thirds of all the Senators elected having voted in
the affirmative,

Said bill was read the second time.

Mr. Spates moved that said bill be read the third time this
day.

The yeas and nays were called, as required by section 21,
of Article 3 of the Constitution and appeared, as follows :

AFFIRMATIVE.

Messrs. President, Malone,
Biggs, Miller,
Browne, Parker,
Carroll, Sellman,
Earle, Snyder.
Fields, Spates,
Henry, Stephenson,
Hyland, Timmons,
Jump, Welch,
Maddox, Wilson—20.

NEGATIVE.

Messrs. Clarke, Kimmel—2.

So two-thirds of all the Senators elected having voted in
the affirmative,

Said bill was read the second time.
Mr. Clarke submitted the following amendment:

Amend title by striking out the words "Democratic Asso-
ciation," and inserting in lieu thereof, the words: Maryland
Publishing Company.

On the question being put,
It was determined in the affirmative.

Said bill, as amended, was then passed by yeas and nays
as follows:
