Annapolis, Feb. 2, 1870.

HON. F. C. LATROBE,

Speaker of the House of Delegates :

Dear Sir :—In compliance with the following order passed
the House on the 21st ultimo, to wit:

" Ordered, That the Comptroller of the State be requested
to communicate to this House any correspondence or other
papers on file in his office, relating to a claim made by the
Baltimore and Ohio Rail Road Company against the State
of Maryland, for money paid by said Rail Road Company for
and on account of the State."

I herewith submit a copy of the account as presented to
this Department, together with the enclosed printed circular
which was at the same time presented. I also enclose a
copy of draft made by my predecessor upon said Company,
for and on account of one-fifth gross receipts of Washington
Branch, which draft was returned with the annexed pro-
test.

I will state that this Department submitted an account to the
Legislature of 1867, made up from data in this Department
by direction of the Hon. P. F. Thomas, then Chairman of the
Committee of Ways and Means, which report was then
referred to the Committee of Ways and Means.

on Ways and Means.

Mr. Hardcastle, of Talbot, presented the petition of Ed-
ward Lloyd and other citizens of Talbot county, praying the
enactment of a law authorizing the removal of obstructions to
navigation and the erection of a bridge at the " Narrows " of
Kent Island, Queen Anne's county.
