Mr. Parker, from the Committee on the Library, to whom
was referred House bill entitled an Act to repeal sections 7,
17 and 18, of Article 55, of the Code of Public General Laws,
entitled "State Librarian," and re-enact the same with
amendments, reported it with the following amendment :

Amend section 17, line 20, by striking out the word "five,"
and. insert in lieu thereof, three.

Which was read and adopted.
Said bill, as amended, was then read the second time.

Mr. Grove, from the Select Committee, to whom leave was
granted, reported, a bill entitled, an Act to empower all per-
sons owners of water privileges, or owners of land along the
waters of Antietam creek, in Washington county, or other
waters of the State, to raise the dams on any stream or river.

Which was real the first, time.

Mr. Earle, from the Committee on Finance, to whom was
referred House bill entitled an Act appropriating a sum of
money to enable the Directors of the Maryland Institution
for the instruction of the Blind, to pay off an indebtedness
against said institution, reported it without amendment.

Mr. Grove, from the Select Committee, to whom was re-
ferred House bill entitled an Act to fix the mode of electing
the President and Directors of the Hagerstown Gas Light
Company, reported it without amendment.

Said bill was then read the second time.
Also,

From the same Committee, to whom was referred House
bill entitled an Act to incorporate the town of Keedysville, in
Washington county, reported it with the following amend-
ment.

Section 3, amend by striking out " April," and insert
May.

Which was read and adopted.
The section as amended, was then read and adopted..
Said bill was then read the second time.

The Senate bill entitled an Act to provide for levying a
tax upon the owners of dogs in Calvert county, and to ap-
propriate a portion thereof as compensation to any person
who may kill or destroy foxes in said county,

Was read the second time and ordered to be engrossed for
the third reading.
